A quick answer: No! An underlay for laminate/wood flooring CANNOT be used for vinyl flooring.

Why can laminate or wood flooring underlays NOT be used for click vinyl floors?
Vinyl floors without HDF cores are generally thinner and softer than laminate or wood flooring and therefore require a pressure-stable underlay with a high CS value (≧ 400 kPa). In contrast, laminate or wood flooring is rather hard flooring that distributes the load better across the entire floorboard, and underlays with pressure stability ratings of 25 kPa or higher provide sufficient protection for the floor. However, for heavily loaded rooms, pressure stabilities of 90 kPa or higher should also be selected here.

If a vinyl underlay with an insufficient CS value is used, the underlay will not be able to withstand daily wear and tear, resulting in significant damage and breakage to the floor covering.
