After years of preparation in numerous working groups at European level (CEN), but also within the EPLF and MMFA associations, official regulations have been in place since 2013 that define specifications, requirements and test procedures for laminate, vinyl and design floor underlays.

Before the introduction of such regulations, underlays were not described or standardised. Although there are legal requirements in some countries (e.g. the Ü mark), these only regulate fire behaviour and emissions and therefore do not cover performance parameters. SELIT was involved in this standardisation work and was able to contribute to the fact that underlays are now subject to requirements that are of great importance for the entire floor structure. We provide an overview of the applicable regulations and explain why underlays are necessary.

Why are underlays necessary?

A floating floor can only function if the underlay also functions as part of the overall flooring system. The underlay connects the floor to the substrate and should perform the following basic functions:

1. Ensure professional installation

This includes punctual conformability and creating a flat installation surface that allows for floating installation.

2. Protect the floor permanently

This means protecting the floor from daily wear and tear, e.g. from walking on it and from falling objects, as well as protecting it from rising residual building moisture.

3. Improve the properties of the floor

In addition to reducing impact and walking noise, the underlay also influences thermal insulation and walking comfort.
